Most of the "big boy" PVP sucks. Vets don't get buffs, and at VR1 you receive a massive nerf. Second, many of the vet servers are just two two factions going out, with the third faction having all but quit.

the best way to quell peoples worries about lvl 49's is to make the option only avaible to lvl 35s and below. the level is negotiable

    Conditional yes.

The condition: CPs do not affect your hero in Cyrodiil.

This idea leads inevitably to "luxury"-blackwaterblade twinks with lvl purple/gold equipment ultimately recreating the problems of higher lvl pvp (on a smaller scale).

Battle leveling makes armor quality almost completely useless. Only the stronger traits of the higher quality items would affect your hero in any way. How many people would make gold quality armor just for the traits?

CPs are what will make the eventual big difference between heros in BB, not gear.

Some set bonuses will still work, and yes they make a big difference.

if implementing the 'turn off xp gain' toggle, then according to the comments, to make it viable, a few things need to be implemnted

    1. the toggle can only be made avaible up to a certian level, 25-35 is a good range to assume

    2. Champion system must be disabled in cyrodiil, not just blackwater blade i personally think

    3. certian set bonuses need to be turned off, but not all

IF you feel the need to add to this list, please doo

If the XP has an on/off switch, then the skills progress should also be turned off when XP is turned off. Otherwise you will get ridiculous powerful LVL 49 in pvp toons.

It doesn't matter what lvl you scale it to, or if you make lvl brackets. Whatever you do, players would still abuse it, park a character permanently there that's maxed out within the existing restrictions. How well do you think a lvl 10 would fare against a lvl 35/40/45/49 with full legendary gear, maxed out enchantments, best sets available for those lvl brackets. They already don't do well against higher lvl characters, this would just make it worse and provide a "cheap" way for experienced pvpers to prey on newbies.

I know this because I've seen and done it in other games that allowed you to turn off exp gain.

the vet campaigns are nothing but zerg blobbing and infinite resource/ one shot wonder builds ruining all the balance. you miss nothing by not playing in them.

gear has no affect in BB save set bonuses.

It would be nice if there was
    (a) a casual server so casuals don't have to deal with the drama and ***.
    (b) a VR14 server so that the pants wearing types have to wear real pants and not beat on the vr13 and lower pants wearing types.

Turning off xp would simply lead to an increase of twinks. Eventually would be a bunch of level 49's with 500+ champion points, gold gear everywhere. By itself not a huge issue except every new player who goes out to try PvP for the first time would be so dominated they would simply leave PvP forever

Introduce V1-V13 campagne. No one wants to play with V14 zerg blob scrubs. That's the reason i don't want to level up my character to veteran ranks, because i won't be able to have any fun in PvP for weeks or even months (yes, i don't play so often) until i hit V13 or at least V12.

Exp stops would destroy low level pvp, because Level 49 with lots of CP incoming, because it's not enough to only scrublord in Veteran campagne. And yes there would be many people hunting lowlevels in small groups.

    Introduce V1-V13 campagne.

do you have any idea the power difference in a vr1 and a vr13? If anything it should be broken up a bit. vr1-vr5, vr5-vr10, vr11-vr14. that is far more realistic. However thats not to say you should remove the "all access campaigns" if only because its the only level scaled area we have now, still wanna pve with lower level friends after all
