Ok so clearly Zenimax has been listening to Edna Mole when it comes to this but in the 'Gameplay' trailer it shows a man wearing a cloak in game. What happened?

Skip to 2:25 on the video. CAPE!

Pretty sure this has been covered repeatedly.
Lag. Dynamic animation for capes/ cloaks would be too much for the game to handle on such a massive scale. At least at this time. It could certainly be possible down the road, though.

My best guess is that ZOS decided functionality was more important than looks? Especially in Cyrodiil where standing still creates lag, less for the system to generate, less lag?

Idk, that was my experience from LOTRO, we could literally have less lag in raids simply by having everyone hide their capes.
If options weren't necessary, and everyone played the same way, no one would use addons. Fix the UI!

They don't need to be dynamic or move fluidly with gravity and such or have physics. I used to play Dark Age Of Camelot and it had large Faction PvP battles yet it still had capes aswell.

Yar my understanding they could not figure out how to add them without it causing major problems.
So they gave up on them but alot of us still reckon they will be in 2016 area.

Also in the gameplay trailer does anyone else think that the game looks a lot brighter than the game does today. The game is very drab and dark with it's colour scheme but in the gameplay trailer everything looks a lot more bright.

Anyone who thinks they need realistic cloth simulation to get cloaks just doesn't know what they are talking about. Plenty of other games including MMOs have them and they do just fine. It's a stupid argument by people who hate them for some inconceivable reason.

Try adjusting the setting for your TV? A lot of newer ones have options to fix things like that. If you're lucky it'll have a game/ movie setting that might help brighten things up.
If not you could try playing with your brightness. Although that wouldn't really do anything for colors.
