Today after applying the new patch everytime I try to start the game the ERROR 11 pop up and the game crash. I've run the repair a couple of times and play as administrator, but the same problem persist. Do I need to reinstall the game?

Error 11 is an error that occurs when a game file is either missing or corrupt. Generally speaking, repairing will resolve the issue, but we see that's not the case.
Checking through the report.txt file, we see that you have Avast! anti-virus installed, which may block certain game files from installing based on your security settings. We recommend adding ESOTU as an exception to your anti-virus software, and more information on that can be found here.
If that doesn't help, you may want to give a quick try to disabling Avast! while repairing the game. Please be sure to re-enable it once the repair has been completed.
