disease enchantment

so i have read that disease damage limits the afflicted players healing. would a diseases enchantment on a weapon make any notable difference? would it cripple healing like the meatbag catapults do?
I guess I've never seen any hard stats on how disease damage works.

Navaya✭✭✭Disease weapon enchant applies Minor Defile (I think it's called) which reduce healing with 10% (if I remember correct) ^^1 -

✭✭✭✭I thought it was nerfed from 50% to 30%, but I haven't tested it.
