Dunmer increase fire damage broken for stamina builds

Now that stamina builds are becoming more of a thing, and now that a few DK skills scale off stamina, the major flaw in the Dunmer passive is becoming a problem. Instead of "increase fire damage by 7%" like you would expect, it actually says "Increases spell damage of fire effects by 7%". What this means is on any stamina morph of a fire ability, the passive bonus damage does not work. This is extremely misleading and if it is intended it needs to be noted that the passive works with magika builds only. What is even more confusing is that the Altmer passive just does a raw increase in stat damage in all 3 elements, which does not use the spell damage increase.

TL:DR - If your going for a stamina DPS DK build, Altmer would actually be a better option then Dunmer because how the increased fire damage is calculated.

Well, Dunmer is generally not the best choice for Stamina, though i guess you dont want to reroll and Dunmer is actually better than nothing, you get at least some extra stamina %.
Otherwise if you have the patience and time reroll a Redguard DK.

So altmer passive is not working with spells?

Both Dunmer and Altmer passives work with spells. It's just Dunmer though that doesn't work with stamina based skills.
