Latency issues - Frequent rubber banding

The title says it all, i experience frequent rubber banding, often starting combat, freezing, and reloading as dead. it's not all the time, but once every say 5-10 minutes at least. Beyond that many interactions (i.e. collecting herbs, opening doors, starting conversations with NPC's) are slow to respond. Occasionally while deconstructing an item it will hang for 15s before i can move on to the next item.

I have tried all the suggestions on the help page

I have attached my Game Consultant file, and i think the issue lies in packet loss across particular services, specifically

Can anyone suggest a resolution to address this?

    Note - In troubleshooting this i reinstalled my network drivers too, as such i realize for that file the IP is not static. Here is the consultant file after fixing that, the problem is of course still persisting

    Well, my dns resolving launcher.bethesda.net's ip as 159.100.230.100

    Where rubberbanding is? What location, what you doing, etc.
