Persistent Mod Settings

Ive done a search, seen requests for keybindings being account wide which would be nice.
Is there a way to have persistent mod placement across characters? Just having to try and place all my buffs, target settings etc is a pain.
If ZOS aren't going to make a good UI for MMO players who want the dmg number etc, then please let us have it persistent.
I've looked in my ESO folders and the settings files but cant seem to copy anything that will make them stay across characters
