Magicka cost reduction bugged

I did a small test on mana cost reduction and it seems to not work correctly.
I looked at my heal skill, starting at 4069 MP.
100 champion points give me magica cost reduction of 15.8% resulting in 3424 (84.15%) which is pretty accurate.
Seducer and Arch-Mage are supposed to give me 8% reduction, but cost with each set is 3784 (93.00%), so 1% is missing.
7 pieces light armor give me 7% reduction with 1/3 skillpoints in the passive. my heal costs 3819 (93.86%). it looks similar when i give 3/3 skill points: cost reduction should be 21%, but cost is 3321 (81.62%).
The breton passive gives -3%, cost is 3962 (97.37%).
A templar passive gives -4%, cost is 3927 (96.51%).

So except for the champion system, all cost reduction seem to give me less than they are supposed to give me. Since the differences seem to be quite similar i was thinking maybe i did some mistake on testing, but i was doing it naked with all my skills resetted.Not sure if i missed something...

But there are also examples where it is the opposite:
Worm cult gives 5% cost reduction to the whole group, but when i wear it my skill cost is 3712 (91.23%).
And finally glyphs on jewelry are strange too... They say they give me 200 MP cost reduction as flat value. But for some reason my necklace gave me 198 cost reduction and each of my rings gave me 212 cost reduction.

Please have a look into this :)

    Hey ezareth, nice to see there are more people looking closer into numbers :)

    But if this is an intended nerf it's quite disappointing also that ZOS wasn't able to adjust a tooltip over 2 patches...

    Like I said in my Sorcerer thread - being down to 20% magicka and below in seconds during a fight and hearing 'clicky click' and not being able to cast even with a vet 5 pot running is pretty depressing when using your transferred character who never had that problem in 1.5... and yet has maxed out magicka cost reduction with CPs as far as possible on 70 points....

    ... shouldn't that have made me MORE magicka efficient? lmfao!!!

    Now it would appear that part of the explanation for this signifcant discrepancy is that they have ninja nerfed magicka build efficiency (intention/non-intentional, who knows...) on top of every other damn nerf.

    If I didn't care about it, it would be a pretty bad joke... but I do care, because I want to play a magicka build Sorcerer without pets, not for FOTM purposes - I just always played such characters in TES and other MMOs.

    It's a style choice I followed in ESO, believing the Zenimax mantra of 'play how you want to play'.

    I guess that makes me a 'dinosaur' with no place in the game after 1.6... not to mention a trusting fool...

    Does Worm Cult stack if multiple members of the group wear it?

    Only for the people wearing it. Once for the person wearing it and once for another person giving the aura. You can't stack it beyond two.

    well i dont see a fair situation currently, as i am only allowed as a magica user to have ~60% of the efficency of a stamina user with comparable equipment [simply adding the number of attacks+rolls i´m able to execute while depleeting my entire magicka+stamina bar compared to the number of attacks + same ammount of rolls with an entire stamina bar not even touching the magiacka bar for utility/defensive purposes on my stam build]

    another problem is cost reduction has NOT been nerfed but relocated into the CP system and buffed within there.
