I need help with video settings

I just got a new PC for Christmas. YAY!

I started ESO and the game looks great...but my FPS was around 25 just standing in a city.

I have: Intel core i7-4770 3.4 GHz
16 GB Ram
Windows 8, 64 bit
AMD Radeon 8570

Display is an LG Flatron E2742

in game settings are as follows
Anti-aliasing is Off
texture quality is med
SubSampling is high
Shadow quality is med
Water refl is low
max part sys is 1024
Part supp distance is 50
View distance is 25
everything below is ON

I get FPS between 25-30

Is this as good as it gets?

    Your CPU seems powerful enough for ESO but the GPU is probably dragging the system down.

    That's the D you linked to, I have the Desktop card which is the 8570 NOT the 8570D. Silly companies. :)

    @Pavlina20: the D is for Desktop, they also have a 8570M for laptops (Mobile). I'm pretty sure that this is the same card, or that it offers performances very similar to yours.

    Take a look at your Computer's Performances as rated by Windows
    (Control Panel > System and Security > System > Windows Experience Index)
    It should give you a visualization of the performances brought by the main components of your system.
    A more accurate benchmark tool would be better but this should do for now.

    In the meantime, if you want the game to look better, you can try increasing the Subsampling Quality to "high". It doesn't require reloading the User Interface and it can be toggled back to "normal" or "low" when playing in more demanding environments.

    Oh thanks. That was a bit confusing for me.

    I'll check on the system performance but in the meantime the game looks great with those settings, the frame rate is just lower than I wanted.

    It's a Bummer that system has such a mediocre video card.

    On my Acer Aspire 7750G I using High settings preset with medium values for shadows and sub-sampling quality. Screen resolution is 1280x720. Vsync is On, "AA" is Off. Render Distance - 50. This allow me play at 40-60 fps in most situations even in Cyrodiil (not in large battles). I found what higher resolution is lesser fps cost than higher sub-sampling and sometime I using 1600x900.

    Most fps cost settings are Shadows quality and Sub-sampling. It drops my fps to 20-30 values. Shadows also causing problems with often preload screens and may cause disconnects.
