✭✭✭✭The good people on Tamriel Foundry say that it is an armor check. (note flame resist will also mitigate it)

✭✭✭✭Test it using elemental drain from the destruction staff line, and puncture from the sword and board line. This may sounds like the logical thing, but the good people at Zenimax like to be off the wall and confusing. Sweeping strikes scales off of magicka and spell damage, but it's mitigated by armor.
