Enchanting Deconstruction/Leveling question

When you are deconstructing runes does the level of potency or aspect you can actually use effect your ability to get lucky enough to extract the runes.

(FYI: I bought a VR9-12 Gold rune at a good price, but can't craft VR9-12 or Gold aspect yet. I am trying to decide whether to decon it now or hold on to it till I can craft those levels).

FOOTNOTE: Zenimax please do something about the punishing difficulty of leveling enchanting compared to all other crafting professions.

There is a passive that increases your chance of getting the aspect rune back but I believe that is the only thing that makes a difference.

I think the only thing that affects the luck from deconing glyphs is the Aspect Extraction passive. Otherwise, you receive the same xp for deconing at any enchanting level. I would use it or decon it and move on.

In Regards to your footnote, they know theyre working on it.

Hold on to that rune for until you need it or you are close enough to a new Enchanting level that will unlock a new skill after you deconstruct it.

I rarely see an Aspect Rune from Deconstructing. I even have one level in the passive that increases this chance. Maybe more levels of that passive would help, but Enchanting is the slowest grind in the game. My Enchanter is the only crafter I have that can't make anything for any of my characters.
