Changes to In-Game Cursor Toggling Behavior

As of 1.3.1 in the PTS if ESO's window loses focus the game changes to click-mode. Additionally, whenever something interactable is looted (picking up drops, fishing, gathering resources) the game switches to click-mode mode until one of the movement keys is used (WASD).
This changes adds significant annoyance to my play style than the current live game configuration. I feel these changes should either be reverted or have a toggleable option in the settings menu. But what do you other playtesters think? Does this change benefit your experience?

Please do the same.
This is not intended behavior, and it is Very annoying.

Since the last maintenance a day after 1.3.1 was pushed I am no longer experiencing the the changes. Have you used the PTS since then?

I just logged into the PTS on the 1.3.1 version to check this out.
I am happy to say:
Bug Fix Confirmed: 7/25/14
This is no longer an issue on the PTS
