Game Breaking Lag

Hopefully someone can help me figure out the issue here.
Whenever I log into the game it runs like a dream for about 20 minutes then I start getting serious lag spikes that pretty much make the game unplayable for myself. I have gone as far as to decrease the graphics settings to "Low" with the same result, I have done a speed check for my internet connection and its coming in at 9.9 which seems right since I have a 10 down connection, I have gone into settings and disabled bloom, and grass, reduced the view distance to null, I have even made sure my virus protection is updated and run a full scan just in case there was something there and I keep ending up with this lag. It should be noted that during the beta I ran it on the max settings and I did'nt have an issue 1.
Thoughts or insight would be much appreciated.

Daethz✭✭✭I have a 7down connection that generally clocks in at ~3-4 and this dosent happen to me, however i do get game breaking delay in cyrodil and some obvious delay in combat occasionally.Waiting, and watching, for the return of Melee Weapons.
