Is there a setting where I can specify where ESO usersettings and add-ons are located?
By default it goes to Documents > Elder Scrolls Online, is there a settings file somewhere that I could set it to d:\ESO\ for example?
Thank you.

No, because each person on the computer can have their own addons and such. This is the way that games SHOULD be designed.
