NPC won't show in Quest "To Velyn Harbor" - task : "Talk to someone in charge"

The npc just won't show up.. I tried reloadui, going back and forth between gate in malabal tor.. and still nothing.. I even waited for 30 min and still nothing.
tried to relog and nothing ALT+F4 and nothing, switched characters and still it wont show up :S
Maybe someone can help me with this ?? Im afraid that canceling the quest will make me lose it permanently since its not a main story quest , even though the quest giver is queen Ayrenn

Mujuro✭✭✭✭Hmm, to help ZOS troubleshoot (possibly), this didn't happen to me on the VR9 version (EP); the NPC was there right near where you enter the area. Perhaps this issue is related to the originating faction?0 -
Father✭✭✭Yep it was on the original AD campaign, just saying after all these patches its still there...my only hope if there is hope is to find a player just before giving the quests and share it with him..still who is gonna do that

tragikzombie✭✭I've posted about this problem multiple times, 2days ago an admin said it was known and being worked on. It's keeping me from getting Dominion Hero title and driving me nuts!! Hope today's patch fixes !0 -
LariahHunding✭✭✭✭Happened to me. completed Velyn Harbor first. NPC wasn't there, abandon it and proceeded. Doesn't stoop progress."Give a man a sweet roll, he only has one to steal. Give him a sweet roll recipe, he have bunches to steal."

tragikzombie✭✭I finished all other achievements except the Malabal Tor Adventurer to get dominion hero. Shows 39/40 for that achievement and this quest is only one I haven't done so I blocks that , just not rest of the story. I'm ocd-ish and want the title lol.0
