How does faction scoring work anyway?

I had assumed that the score for faction calculation must be straightforward. So much for a keep, so much for a resource, and for each scroll, accumulating every hour into the faction's score.
However, however I look at it, the math doesnt work.
First off, the potential points listed on Auriels bow are +397,+2,0 summing to 399.
But on Dawnbreaker it is +51,+478,+1 summing to 530.
So the sums on the different servers is *different*.
The total scores on the servers don't match either.
Other strangness comes in when you look at how many days have past, and the score totals. The totals seem too low for the number of days that have passed, even taking into account downtime.
So, my question is, does anyone know how the server scores are tracked?
