Quest: Master of leki´s blade - bugged

The quest " Master of Leki´s blade" where you are supposed to talk to Disciple Raifa af-Haba is bugged. You can´t talk to him.
I have tried resetting quest and restarting game. No success.
Since bugged quest usually takes some time to be fixed in this game I´m moving on.
If anyone has succeded in talking to him, please let me know.
I really hate leaving unfinished quests ..

A questing partner and I both completed this quest line only 2 days ago, without any problem, so it's not bugged for everyone. I know this isn't any help....but good luck.0

Daethz✭✭✭This Was bugged for me, after a server restart I was able to finish it.
He re-bug's eventually after every server restart and stays that way until the next.Waiting, and watching, for the return of Melee Weapons.

veneficus✭✭✭I just tried to speak to Raifa right after the server came up from maintenance today and he was still bugged. The quest objective arrow is above his head but you cannot speak to him. Considering the number of people I saw milling around Raifa I suspect he is permanently bugged now...0

Tried reloadui, Relog, Repairing the client and nothing worked0 -
VR has much fewer instances, so relogging won't fix this issue. The npc has to be reset, and since ZOS is spending GM resource on bot hunt instead of resetting the bugged NPCs, we are out of luck. You might be lucky and caught a good instance after server reset, but that's pretty much all you got.0

quitting quest despawns NPC...
reaching that same point in quest respawns NPC...
still he does not respond and quest is blocked *sigh*
going to abandon quest till it gets resolved...
why abandon?
cause very very unlikely to be resolved before i out-level the quest

Would like for someone.. hint hint.. @ZOS_GinaBruno @ZOS_JessicaFolsom to poke a programmer/GM/Dev to look into how it bugs out after some time.

When I run into a quest that bugs for me, that seems to have been reported somehow on the forum, I tend to throw in a couple of ZOS names, so they get prompted in their inbox. I know it might be a bit nasty to do towards them
, but they seem to sometimes bump stuff to the correct people
