Quest journal showing XX/25

Hi everybody. I have a question about the display of my quest journal. It shows currently this at the top left of the journal:
Quests: 16/25
I realize that the 16 is the number of quests listed currently in the journal (a count proves that).
But what is the "25" part? That never changes. Even when I start a new quest or finish one, it always says 25.
Does anybody know what the 25 represents?

Murray? -
I think that means of 25. So there are 25 total and you have done 16. I hope I'm right about this.
