What exactly does it mean to have a skill "Slotted"?

There are many skills that gives a bonus, but it requires you to slot a skill of that specific skill tree, for example in Mage Guild, its a passive called "Magicka Controller", but its only effective if you have a Mage Guild ability slotted. So if I slot a Mage Guild skill in my weapon 2 set, does it still give bonus for my weapon 1 set? Or does it have to be slotted in the weapoin im currently wielding, only gives bonus if I wield set 1 and have it slotted in set 1?

"Slotted" means that it's on your active bar. So an ability on bar 2 will not be affected by passives when you're using bar 1.

Slotted means on your bar in your active set. You do not get a bonus from a skill that is not active.
