'Talk to someone in charge' Velyn harbor quest. It's bugged.

Can't find the in charge person, is this a necessary quest to complete? Or does it just get you up to speed, because I abandoned it. Whoops.

I have the same quest bug. Stupid me did the side quest yesterday before "someone in charge" so the quest marker is there but not the npc. Had hoped I'd have learned my lesson with the "to dawnbreak" quest lol I haven't dropped the quest because the last time I did that, I wasn't able to get the quest again. Hoping they'll do the same type of fix for "someone in charge" as they did with "to dawnbreak".

I had this during beta, happens if you do Velyn Harbour quests before doing the "tutorial zone" quests. It seemed to resolve itself within a few minutes, the NPC did eventually appear. Hope that helps in some small way.

Yah, I seeing the same thing. I did all of the Harbor quests and now the marker is there, but nobody's home. I will probably keep the quest but move on and come back sometime and check on it.

It took almost a month for a patch for To Dawnbreak (same issue there), but they finally rolled one out for it. The people who dropped the quest weren't able to pick it up again, so I'm keeping mine until it's fixed.
