An Error Has Occured or alternately: Error 103?

I've been patient, even tried to submit a ticket, but the submission 'timed out' and wouldn't let me do so.
For the last solid week, each time I try to log in, I get to character selection, and select what toon I want to play (my Breton AD templar), logging in on her times out, or I get a message that says either "an error has occured" with no error code, or "error 103".
I try to log back into the game (because I've been kicked right back out to log in) and get told "your account does not have permissions" blah blah blah.
What is up with this? I'm a fairly patient individual, especially since the game is new, but I'd really like to level my toon! =P
