Seriously... where should I go to talk about general gameplay in ESO? And more importantly, does the dev team even care what idea our player have to improve the gameplay?

Those sections ARE the general discussion forums. -
They care.
But unfortunately, few developers listen to their community unless there is outrage on a single issue. They won't bend over backwards for every suggestion made on a forum.
Another problem is developers don't always hire the right people for the job. Just like any business. So it depends on what kind of development team you are dealing with.
Gamers know a lot about what makes a game successful. They know what they want, but they don't always get what they want. They can't win, really. Unless they simply stop purchasing. The one sound a developer will listen to. The sound of loot.
As long as the money keeps rolling in, then Zen will take that to mean that they are doing something right. -
Customer Support is fast becoming the general discussion forum it seems. They really need someone to work on the forums for this game, it is messy and unorganized.
