Can't set home PVP campaign

I'm having a strange issue. I can't seem to set a home PVP campaign on my alt. I'm trying to set Auriel's Bow as home, but after the confirmation screen, it just doesn't set it as home. I seem to have no issue setting a guest campaign, and IDK if I can set anything else as home (afraid to try because of the cost to change).

Is this some form of population control, or is anyone else having this problem?

I am also having this problem. My character won't set, yet my wife's will. We both created characters at the same time to start on a different faction/campaign, so are the same level and started at the same time.

There is/was some issue with the game assigning players alts to the different alliance to the campaing so that blocks you from joining the other alliances in the same campaign.
