It's strange, but as I try to interact with people during my trades, my whispers dont go through.
Ive even had episodes where I grouped with the guy, but group or say chat didnt work. Ive heard this happen to other people as well.
This happens a few times on a daily basis, as I play long hours.

✭✭Well apart from it possibly being lag or a tempory disconnect (game plays on for a while oddly), it might be that they have you on ignore, or you have them on ignore. Remember it's account based too, so if you ignore someone you ignore all their characters.
