SOLUTION to those unable to change HOME Campaign
I was unable for the LONGEST time to pay 15k for a Campaign change on my level 47 character - so I said eff it. I'll go level my lowbie. It happened to be on a different faction than my main character and only level 5. One thing I noticed was that I was assigned to Wabbajack as my campaign even though I was only level 5! I don't know why that happened, but the only thing I can think of was that my high toon was Guesting on Wabbajack, and when I created the new character it auto assigned home to Wabbajack. So I decided to delete the level 5 character and see if I can purchase my HOME change. Low and behold!! IT WORKED!!

Helped a lot, I made a character on a different faction just to check it out, level 4 and he had a home campaign for the one I wanted my main to switch to.. Odd but oh well. Thanks.
