Veteran Ranks - questing in other faction lands

I'm trying to understand how Veteran Ranks work (I'm not there yet). When you reach max level you can go to one other faction's area, then later you can go to the final faction as well. And you do the exact same quests as players in that faction, the mobs are just harder. Is that about right?
So, I can find and experience every single quest, NPC, and area on a single character through the VR system? There's nothing I would be unable to see or do without creating an alt character and starting on a different faction?
