Client crash from launcher

Anyone else having this? A friend of mine hits play from the launcher and the game crashes shortly after trying to boot. (tried a client repair and PC restart and still nothing) Its only after the patch this morning so I'd like to know if this is known/has a fix coming.

Error 209 - Manifest something something.
Updating the game via the Launcher with ***********.
Launcher displayed the "Play" available. Launching the game results in CTD.
The Launcher then returns with "Repair".
Repairing results with the same err as Updating.
The query from the err results with the client being addressed to run the Game Client, which has been excecuted with no viable .txt in the designated location.
