Quest: Mournhold Market Misery

I'm trying to track down one of my last quests in Deshaan, and this seems to be one I'm missing. Apparently supposed to start with an NPC called Blivisi Beleth but having zero luck tracking her down. Anyone got some advice?

She pops up around me from time to time. Usually around the town that has blue flames - can't remember its name. She tells me about a missing shipment but I nothing else happens.

If she is one of those randomly spawning NPCs, explains why I can't find her anywhere. I guess I'll have to float around that town, and see if she shows up. I figured it would just be a simple fed-ex quest, but I like having done everything in an area.

I'm beginning to wonder if due to quest order (I'm done with everything else in the area) will mean she won't show at all. That would be slightly annoying.

After attempting to have the quest shared to me, it seems that for whatever reason it is possible to become ineligible for the quest. Haven't the slightest idea why though.

The NPC keeps popping up near me and I get the same dialogue but I never get the request to take the letter to her brother. And when I see the brother in Mournhold his conversation has nothing to do with the quest.

Sounds buggy as hell then. I'm wondering if the fact I finished Selfora locked me out of the quest, or going to Mournhold did. Either way, sounds like you should bug it Chikara.

I'm wondering the same thing to Wulfhen. I did the Selfora quests now I can't find her. She was constantly popping up all around before I did the quest. I'll try again after work to see if she shows up and it works. If not /bug time

Has anyone been able to find here post-Selfora questline? If so, do you have any foolproof location where she'll show up? Or is this quest only available if you haven't yet done the Mournhold/Selfora quests?
