Block while casting spell

Is this a glitch? I can hold block and cast any skill and no matter what I'm always blocking even if it's mid cast.

I think it's a design decision. Blocking - physical action, casting - magical action. These two seem to be on two separate layers.

As a sorc when I am casting crystal shards and waving my hands about blocking stops the spellcast.

I can fire off instant casts while blocking, but I find it causes a lot of spells to often not activate on key press the first time, as they would while not blocking. Not sure if this is tied to combat animations or not.
