Main Story "Short Problem" (Spoilers for those who are not Veteran)

Hello there,
I had quickly review the progress of the Main Story of the Game playing in Ebonheart Pact.
There is a quest "Messages Across Tamriel", in which explains a plan to stop Molag Bal, it says it requires to convince the other Alliances to Join forces, then Assault Coldharbour. The problem is if you have been start questing on Coldharbour, this quest will be like "late" for the time you would be doing it.
In case you have not been on Coldharbour yet, and you are doing this quest, it is the right way to proceed the Main Story having sense in it.
This is not a bug or any problem, its just a way the story will make sense later on.
