I think it might be nice if they opened up a new server that doesn't include the PVE side of content. As in, at level 1, you make a new toon, select a "pvp only" option or something, then as soon as you hit level 10 (hell, even before, why not), you join this special campaign, and that's it - you're in, no going back to auridon or wherever. As for the pve-unlocked skill trees etc; leave that for a later discussion. Where there's a will there's a way, so let's first see if there's a will.
Now before I read a single gripe, hear me out! First of all, those of you who say "but pve content is so special and makes my eyeballs tingle" yeah, okay, whatever, play that on your main. But this server would be for certain people, or maybe your alt/ alts.
And here's the reason - its so freakin' easy to hit the vet levels in PVE, compared with the exp you gain from PVP. Oh I know what some of you will say "but you CAN level in cyrodiil !" If that's true, why do so many people go PVEing when their team is getting beat down? To level up through vet levels. Hell, that's what they do when they're winning! PVE = faster leveling. More levels = more uber gear/more hps/armor/everything.
Now im not going to say "I'm so shocked, it's not fair that there's a vet 10 terrorizing my server!" Whatever. I hit vet level too, and in a month there'll be nothing but vet 5+ players in every server. It's not about what's already happened, its about something new. And let's face it, while things are fine now, they'll be old as hell in two months time; if pvp was meant only for veteran 5+ players, why even allow the option to join at 10? Why not just make it a big ol' vet 10 bg? All the new players coming in just have to eat it, right? Rhetorical questions. If you want to keep getting fresh hunting, you don't cull the young.
I think it'd refresh the game a little to have a new server with a fresh start, where it's all about who has the better players and strategy, not who has more carebears or max-effective grind skillz. IF that server sounds like garbage to you (because, hey you like being vet 10 and smashing level 20-somethings by the dozen) then fine, stay where you are. But if you want some real bragging rights, a server like this would actually prove who's the best. Vet 2's and 3's would become the exception, rather than the rule, in week 2. Most of these servers - at least right now - are like watching AYSO soccer, but with a sprinkling of pro players pwning all the little kids.

All the players I see who stayed in cyrodiil through thick and thin, are vet 3 or 4 at the highest. And these are some really good players, defending keeps this whole week against zergs of double their group size, with double their levels. It's mildly disappointing to see these same players lose battle after battle at the hands of massive roleplayer guilds (24 vs 12 is challenging, but 70 vs 12? why are you here, really?), who actually have a lot of bad players, but who loooove to quest grind. Now, if that IS your flavor, again, kudos, stay where you are!
The idea for this server would be
A) to draw out the leveling process a while, as a level 20 had a really good chance of beating a 40. And a 40 can beat a vet 1 sometimes too. the difference in cyrodiil is totally offset by the global buffs. Not being able to retreat to pve to level up and grind gold would mean that every person who didn't contribute their APs and gold to the cause would be a major factor in victory or failure. And nobody would just pop in with all their quest gold on their vet 7's and buy fire ballistas for everyone.
for the players who want a challenge, who like stiff competition, who want to be on equal footing with their opponents, and who want to win because they were smarter, more dedicated, and/or - dare I say it? - more skilled than their enemies. Isn't this what fair-play is all about?
C) possibly a modification to cyrodiil to allow for more pvp experience rather than pve hubs and the like being the deciding factor in how quickly people can level up.
You should get more xp as a level 10 player killing a level 30 player than a level 30 killing a level 10. And you should get at least half the xp that you'd get killing a critter. (as it stands, i think a player-kill is worth like 6? while one pact guard nets you 50-100) While the math may be off some (open to ideas here), the idea here is to create an environment where the people in the fighting get the experience (like real life) while the people riding horses around and picking corn just get paid for their services (like real life).
That said, it's just an idea I wanted to throw out there, wondering how many people would like to see something like this implemented in the future? I remember how popular the varied servers of EQ used to be; different strokes for different folks. Some liked "anything goes" while others preferred good vs evil, and yet others preferred race vs race.
