Let's start with the obvious. Have you run the repair function on the launcher?

Yes, several times. I have also done complete uninstall and reinstalls 3 times to finally get past error 209. I did a repair, got into the game, logged out, tried to repair just now, and I'm stuck in the "repair, verify, repair, verify loop. If I stop and resume, or stop and run repair again, I get the "web-get failed" error.
I have tried to run as administrator, I have tried to install on the D drive instead of my C drive, and tried to use both the beta version and the retail version before deleting everything and starting over.
Between this and the bank bug, I am ready to cry.
Yes, my audio is set up correctly. Itunes works fine, and I hear the splash screen fine. The patch yesterday broke something.

Sound - delete usersettings.txt under my docs - elder scrolls online. Or rename it. Restart.

I'm not seeing anything like usersettings or an .ini file under my docs.

C:\Users\_____\Documents\Elder Scrolls Online\live
Look for the text file named UserSettings.
You can either delete it, or move it elsewhere.
If you delete it, the launcher will create a new copy of it when you boot up the game.
That's what you want to try. Force a new copy to be made.

If it ever gets out of the loop I'll see if it makes a copy. Under \Documents\Elder Scrolls Online\live the only folders I have are Errors, Logs, Saved Variables, and Screenshots. That's it. I've opened those folders and see no .txt file. Sorry to be a PITAI appreciate you're trying to help. I really do.
