Error 209 Broken Patch, Easy workaround. No need to delete anything.

Some other workarounds are telling you to delete files, I would advise against that and wait for an official fix.
In the mean time, I was able to go into the game folder:
C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game\client
and open the application [eso.exe] instead of the launcher. Game seems to be working without issue.
