Veteran 10 in Cyrodiil and stat caps. Serious question about stat caps between Cyrodiil and outside

I hit veteran rank 10 last night and was stokes to take a break from questing and go own in Cyrodiil.
Question:
I have 1945 stamina in white outside of Cyrodiil but it's 1897 inside and orange which means it's over soft cap. Why is this so? I thought soft cap is soft cap so what's the point of me hitting veteran 10 for Cyrodiil if I get scaled down?
Is there an option to disable my scaling down? Someone said there is.
Please tell me if you now how this works or an option to fix it. Thanks!
