A Graveyard of Ships quest STILL broken!

Ok Zenimax what gives? This quest has been broken for over a week now, probably as far back as beta, and you can't fix it? You have tons of players stuck on this and it needs addressed.
You made tons of money off us now fix progression please (yes I know this supposedly doesn't halt progression but it does halt completing cold harbor). There's about 30 people in just the one instance I'm at trying to complete this.
Ridiculous.
Oh and thanks for the non fixes to Vet 1. Still stuck on Vet 1 with no access to Vet content after a full week of waiting.
