Fell's Run quest-- Bot quest farming heaven?

I did a quest in Fell's Run (I believe, at least) and was alarmed to watch bots repeatedly doing it as well. It was one dealing with orcs and a tyrannical new constable (if I'm remembering correctly) and as my friend and I went through this quest, we watched level 5s wearing prison basics with names like 'dafjjhdjawfkla' appearing, methodically moving toward nightstands for one of the objectives, then vanishing immediately after. They would stack on top of each other to interact with an NPC, use a quest item, and then pop away again.

My friend and I watched them go through this process and I began reporting--I'd send a whisper saying "Hello!" in case they were legitimate and offer a trade invite, once they'd pop away without either confirmation, I'd report them. It eventually reached five reports sent in when I just straight gave up--we watched maybe 20 or 30 bots go through this routine within five to ten minutes before going on our way.

We tried to figure it out, and tried to determine just how they did it. Has anyone else encountered something odd like this?

I've heard of the node farming bots already, but... quest farming ones are new to me. This quest was located in Rivenspire, which ISN'T the starting area, and sometimes at most five bots would be 'stacked' on top of each other talking to the quest points.

It was unbelievably baffling.
