Content drought around level 22, or am I missing something?

I've cleared just about all of the open world content in Stormhaven for what I can see. The one remaining quest I have there involves entering an Orc general's dreams to beat down a daedra in there, and the level 23 Spirits of Vengeance in a level 21 quest have been cutting me to ribbons. I gave it three failures and decided to put that off until I have some levels over it.
(Is this a teamable quest?)
I also gave three deaths to the end room of the solo main quest to defeat Mannimarco and rescue Abner Tharn, dying to the multiple respawning skeletons. I figure that one will be more fun when I get more levels on it as well.
I only see one open world city that I haven't turned white, and I believe that's the one with the general and the daedra. These are the only quests I have for Stormhaven.
I'm now level 22 and moving into the level 25 area, Rivenspire. This concerns me somewhat; I successfully cleared the first farm area of the quest. But it does seem that my levelling has not kept pace with the content, and that's something that concerns me. But it does seem like my levelling has not kept pace with the zones, and that concerns me. I don't want to run into the wall of Blue Mountain in this explorer game as well.
I've yet to finish the Wayrest sewers; that, and the orc general's dreams, are the only things I know about in Stormhaven that I haven't done. Am I missing something here?

Phenomen✭✭Did you complete all public dungeons? All sidequests? Group dungeons including dungeons of other alliances? I can advise you to check your skyshards achievements and get missed ones - you probably skip some zones and content.0 -

✭✭✭✭✭You are level 22 after clearing all of stormhaven? I was level 18 when i left glenumbra, and i hit level 19 in the first village in stormhaven. I have hard time imagining clearing out all stormhaven quests (glenumbra had 63! of them) would only give me 3 levels.

Skylandra✭✭✭If you explore the map do the dungeons and all the ruins/villages ( Tip: If there is an icon on the map then there is a quest/achievement assosiated with it) then you should not ever run out of content. I found the PvE content to be perfectly balanced all the way to 50 ( and beyond...).
I got to the end of Coldharbor at 50 without any PvP - Did Mages guild, Fighters Guild and main story and all the DC maps (Including the Bugged quests still in my log waiting for fix and completion)0 -

I'd say you missed a few quest lines; try checking out some blank areas on your map.0 -

Heraclea✭✭✭I'm not sure when I ended up in Stormhaven; could have been level 16 or 17. I was unable to finish the Camlorn quest line, it seems; the NPC that I was supposed to help defeat werewolves with (Shaza, Shaya?) vanished and while I had the quest in my list, I couldn't pull up a marker for it.Hircine loves me, this I know,
