Both characters. In and out of Cyrodiil. No npc's, no mounted players (only sliding horses). Relogging doesn't help.

I'm a fan getting less fan like by the hour.

Damn, and I thought I had it bad having to wait up to 5 minutes for NPCs to load into the world sometimes.

Curious, what kind of hardware are you running, and how is your internet connection?

My kit and internet connection are awesome and have been fine. I actually played in Cyrodiil for some time before I realised (I was guarding a tower). then it dawned on me the ice skating horses were the other 23 members of my group.

Then i noticed the ballista below me was apparently firing itself.

At nothing.

And my kill score was going up.

And rewards for the worthy ticked in.

I've been relogging and it has finally worked.

I see Live People.

Ok so I see you've already been able to do this by relogging (for god's sake people please at least try relogging before going to the forums about it please) but I will list a couple of options here for other people with a similar problem.
Here's the stuff you can try:
-Relogging (this should be obvious). Sometimes relogging just once doesn't fix it, try it a couple more times but if it doesn't work after at least 3 times then it won't at all.
-Write in /reloudiu in the chat or go to settings>add-ons>reloudui.
-Write in /stuck in the chat. It's a command that makes you die and then you can revive at the nearest weyshrine or right where you are if you have a soul gem or a passive in the soul magic skill line.
-Try repairing the launcher. When you've opened the game launcher go to game settings and click repair. This might take a while.

If none of those options worked at all then contact zos about it. However, be prepared that they might not answer at all, or that it will take several days before they do it and when they do they might not have the answer to your problem. If you are lucky they answer fast and have the solution to your problem.

Well thank you Junior Mod. Do these instructions work on the zillion and one other bugs and problems? Will they restore people's bank contents and skill points?

And just to point out the obvious /stuck does not work in Cyrodiil.
