Dramatic framerate drop in certain areas

Well I can say I have a good gaming rig and I find quite frustrating some framerate drops in certain areas. I found this issue in Stros M'kai (docks area). Framerate would drop from constant 60fps to 45. Normally 45 fps is not that bad, but the game would run amazingly slow. Framerate goes up to 60 again when entering houses or in interiors or otherwise leaving the docks area.
I think this happens because of high population, but even with that I should not have any performance issues with my current machine.
GPU: Sapphire Radeon R9 R290
CPU: i5 4670k
MB: Asus Maximus Hero IV
Sound: Sound Blaster Z
Memory: Corsair Dominator 8gb x 2
HDD: Samsung EVO SSD 500gb
