How does this work please? PvP and public guild store?

Hi all,
I've been reading the following from the official ESO website:
You can also visit keeps controlled by your alliance in Cyrodiil to see if the guild that owns it has established a public store there.
Today I've been doing a bit of PVP and noticed the guilds that are holding the keeps around the map. How does one view a guilds public store? Does the guild holding the keep need to press a button somewhere to make the guild store go public? I spoke to one NPC next to the teleport stone and all I could view was my own guild store (which we don't have at the moment as its still a small guild) and view some items/weapons to use in the PvP area.
Am I looking at the incorrect NPC or has the guild currently holding that keep not switched on the option? Has this feature even been placed in game yet?

I'll have a look around and see what I can find. Like I said, I went there today and couldn't use the feature at all.
