Why are in-combat/regen passives considered the "worst" passives?

I'm not a min maxer so for me, racial choice is purely a matter of aesthetics and what I think would be fun. However, sometimes I do go a cookie cutter route. To that end, why is there such a vocal part of the player base that thinks in-combat passives are the worst ones in the game? I mean, isn't combat one of those times where regen is most helpful/critical? Or is it because if fights aren't over before those passives mean anything you're doing it wrong, and thus those racial slots are considered to be a waste?

Not sure, My favorite type of passive are the regen type.

Typically battles dont last very long, at least not when soloing. Also, I believe that the bonuses to regen from class and armor skill lines are multiplicative, which means they arent giving you the actual amount listed, it's based on your base regen value.
