Question about Veterans in other factions

When you reach veteran level and you can experience other faction content, does it drop you to appropriate levels while you are in the new content or are there veteran level copies of the faction areas? How exactly does that work. It seems like if you were a veteran and you were going through Daggerfall it would be pretty easy.
