you can respec your skill points and such when you get to a higher level, for a fee of course, i think its 100 gold per skill point, depending on alliance you can find a shrine to do it here:

Aldmeri Dominion: Eldenroot in Grahtwood
Daggerfall Covenant: Wayrest in Stormhaven
Ebonheart Pact: Mournhold in Deshaan

you can also reset your attribute points too at these locations:

Aldmeri Dominion: Shrine to Auriel
Daggerfall Covenant: Shrine to Akatosh
Ebonheart Pact: Shrine to Kyne

Also, be aware that respeccing does not reset your XP for skill lines or skills.
