Enemies Not Lootable

Started out playing my lvl 13 character today and enemies are suddenly not lootable. Beasts are but not other enemies or NPCs.
Two changes I can think of that occurred before this this. One, when I first tried to log on I got a message that my ip address had changed (it hasn't) and that I must enter a code sent via email.
Second, was I upgraded bag space. Other than those two things I can't think of anything else that would cause this.
Tried logging in/out, doing a quest, fast travel, ect. Nothing fixed it so far.
