Clarification: Buying a vampire/werewolf bite? Sending gold to a friend?

Dear Customer Service,
I politely inquire if, given the current situation with a ban system apparently in motion when someone pays/sends a large sum of gold to someone without receiving an item: is it safe to buy a vampire's bite off a player for around 15.000 to 20.000 gold?
This is the current going price in the EU megaserver and I would be able and willing to pay that money for this (please let us not derails this into a discussion about whether that's cool or uncool in your books, fellow players).
I however do not want to risk my account on such a transfer - and the same goes for: How about sending money to my girlfriend or guildmates to help them out? Am I allowed and not-at-risk or not?
Please give an official statement on this.
