Group Dungeon quests bugged and outleveling the group search

So I have gotten credit for the first dungeon Banished Cells in Aldmeri Dominion by pure luck. My friend can not get credit still we have gone in several times and the first encounter never functions after the boss kill. Either there is no NPC or he is just stuck there screaming indefinitely. The same goes with Elden hollow. Once the path is cleared to the Alter nothing happens.
On a side note can you make the lower level dungeons still selectable for higher levels through the group search system? Once you hit 18 you can not lfg for the 1rst set of dungeons and once you hit 26 you can not search for the next set of dungeons.
