Patcher re-installing even though files are there.
I had the problem described in this thread after a small patch:

I was playing by just running the eso.exe file directly, but I figured I should properly fix this problem. So, I deleted my entire installation and started over from scratch. I finished the initial 22GB download and install and it starts working through the 5GB chunks and suddenly my internet connection dies (possibly because my ISP feels they need to throttle my connection now?). I get my modem back on but the only way to actual get my computer connected again is to restart it. I get back on, load up the patcher, and there it is downloading a 22GB file. I check the size of my ESO folder: 22GB. I try to find a simple repair button to bypass another 10 hours of downloading but there's no option like that, probably because the install never officially completed.
Is there a way around this or am I really just gonna have to download the entire thing again?
