Thinking about lugging my entire PC down to Starbucks and seeing if their Google Fiber can handle a 22 GB download, but I have to wonder if the bottleneck is even my home Internet. At this rate I'll be able to play 20 days into my subscription. I played in beta just fine, but having migrated the ESO installation to my desktop from my laptop, now get hit with errors ( Unable to load skin ). So I'm trying to reinstall this thing from scratch.

Can anyone say whether the launcher uses a P2P / torrent technology? I'd have more faith in trying Starbucks if so.

Also, the beta install on my laptop works. Is there something I am missing in the registry that makes the game install not-simply copyable to a new location?

This was a very interesting question. I have a high faith in my ISP, so I removed my client and went to redownload it.

my netstat only added 2 new connections, which would make this appear to be a direct download; which I was downloading at 7 mb/s (my usual).

And your last question is usually just some drivers that get into to your system directory. You'd have to take a look at the install log to see what all was installed, and where.
