Long loading times between zones, low disk activity, SSD makes little to no difference.

When I played in BETA I had the game installed on a HDD as my SSD didn't have room. I have since bought a larger (and slightly faster) SSD to accomodate ESO but load times seem to remain roughly the same.

Monitoring the activity led when on a loading screen there is hardly anything going on (barely more flashes than idle), and checking resourcemon there seems be a slow and steady trickle for eso.exe

So why is ESO not taking advantage of this extra speed? It makes a heck of a difference in for example DayZ and other games with a large map.

Well, it also runs in 32-bit mode... That looks like the stop sign for the flight.

That has nothing to do with it.

Apparently something else is the bottleneck. It might be (video) RAM, or the server forces you to wait to load a certain amount of server-side game objects, in which case your computer's hardware has nothing to do with it.
