My bank space is back to 60,a new char has another bank

Well,I created another char this afternoon,I noticed she had a new and empty bank,when I came back to my main char the bank space was 60 from 80.Also my new chars dont have the option to skip coldharbour.Thanks for the support and continue working on bugs guys.
